Mr. Parker manages life-cycle field operations in Germany, Kuwait, Iraq, Horn of Africa internationally, and throughout the continental United States.  He is the Program Manager for developmental effort and fielding that automated the reconciliation process.

Retiring at the rank of Colonel, Mr. Parker possesses over 31 years of successful leadership in logistics, logistics automation, program management, acquisition, and software development.  Mr. Parker assumed many leadership roles throughout his distinguished career, including: 

  1. Chief of Program Management and Acquisition Support, managing transition of 19 Project Managed programs to the Army Materiel Command (AMC), and successfully transferred $6.9 billion and 310 personnel.
  2. Chairman, Acquisition Specialty department, researching, updating and developing course material, and managing the budget.
  3. Product Manager for a multi-level major U.S. Army software development and acquisition program, where program costs exceeded $800 million with source lines of code in excess of 1.5 million.
  4. Project Officer, managing numerous U.S. Army retail software programs.

 

Mr. Parker is certified at Level III for Program Management, Communications and Computer Systems, and Systems Planning, Research, Development and Engineering.  He holds a Bachelor’s degree in Mathematics, and is Army Acquisition Corps Certified in Level III in the areas of Project Management, Communications and Computer Systems, and Systems Planning, Research, Development Engineering.
